Position: National Director, Amateur Radio Emergency Communications
Location: Unrestricted within New Zealand
Responsible to: NZART Council
Description of Position
- NZART is a body that promotes Amateur Radio within New Zealand.
- The National Director AREC is responsible for effectively and efficiently
- Leading the Amateur Radio Emergency Communications (AREC) group in conjunction with a Council-appointed Deputy Director and the Area Managers.
- Liaising with recognised customers of AREC.
- Ensuring that AREC Sections attached to NZART Branches receive appropriate levels of information, training and funding to provide an effective emergency communications service.
- Leading and co-ordinating the AREC Management Group and its affairs. The National Director reports to NZART Council and may do so through a Council-appointed AREC Liaison Councillor.
Duties of the Position
- Maintain communication with the New Zealand Police, Emergency Management Organisation (CD), NZ Land SAR, Civil Aviation and other associated and non-governmental bodies at the appropriate national level. Ensure the AREC purpose and functions are understood by all.
- Attend meetings as required.
- Manage the administration of the AREC group in accordance with the NZART Constitution, AREC Rules and NZART policy.
- Appoint an AREC Area Manager for each Area/District.
- Encourage the formation of AREC Sections within NZART Branches and monitor the operations of these sections through the Area Managers.
- Liaise with the Area Managers to ensure that all day-to-day AREC operations occur in a planned and efficient manner.
- In conjunction with appropriate authorities arrange for any additional resources needed for local, regional or national incidents or disasters requiring AREC involvement.
- Prepare an annual AREC Budget for presentation to the June NZART Council meeting.
- Administer the national AREC funds and prepare the annual AREC accounts for presentation to the NZART Treasurer in January of each year for auditing.
- Chair the AREC Annual Forum normally held in conjunction with the NZART Annual Conference.
- Submit regular written reports to NZART Council quarterly and to monthly Council meetings when required.
- Co-ordinate and manage 'E' Station identifiers.
- Appoint AREC representatives where required to liaise with Emergency Services, to the NZLSAR communications Sub committee and to Emergency Management.
- Arrange and chair meetings of the AREC Management Group.
Work Experience
The ND AREC shall be an experienced amateur operator who:
- Will demonstrate competent management of financial budgets and documents including cashbook-style spreadsheets and bank statement reconciliations.
- Have experience and current familiarity with all facets of AREC to at least Regional Level.
Personal Qualities
The ND AREC will:
- Have good interpersonal skills especially with regard to oral and written communications.
- Show willingness and drive to make AREC the preferred supplier of Emergency Communications to its Customers nationwide.
- Have a good working knowledge of Amateur Radio and the objects of NZART.
Term of Office
The Term of Office shall be negotiated at the time of appointment and will be reviewed annually by NZART Council and the Appointee.
Annual Reimbursement
The position is an unpaid annual appointment by NZART Council. An Annual reimbursement will be made to the ND AREC and in addition reasonable travel and accommodation expenses will be refunded as per NZART policy on Officer Expenses.
