Special events to mark Jamboree, Scouting centenary (29 December 2006) Special event station VI3JAM will take to the air 2–13 January 2007 from the 21st Scouts Australia Jamboree. Part of the World Scouting centenary activities, VI3JAM is aimed at stimulating interest in Amateur Radio among attending scouts. One Jamboree highlight is a planned Amateur Radio contact with astronaut Suni Williams, KD5PLB, on the International Space Station. The Wireless Institute of Australia (WIA), Amateur Radio Victoria (ARV) and Icom Australia are the sponsors. Icom Australia has supplied a two–building ham radio shack with HF, VHF and UHF equipment. Held every three years, the Jamboree is expected to attract 13,000 attendees. Throughout 2007, the Scout Radio and Electronics Service Unit will activate special event VI3SAA to mark the 100th anniversary of World Scouting. Commemorative QSL cards will be available for both operations.
New 2–meter EME world record claimed (29 December 2006) Moonbounce enthusiasts in New Zealand and Portugal are claiming a new EME (Earth–Moon–Earth) world distance record on 2 meters. The 6 December contact, using digital JT65B mode, was between Nick Wallace, ZL1IU, in New Zealand (RF64vr) and Joe Kraft, CT1HZE/DL8HCZ, (IM57nh) in Portugal. Wallace was running 500 W to 4–by–12 Yagis, while Kraft was putting 1.5 kW into 4–by–11 Yagis. The common moon window for both stations is only about 10 minutes long, and the moon is just setting in Portugal when rising in New Zealand, Kraft reports. The EME contact spanned a terrestrial distance of 19,685 km (12,204 mi). This will beat the previous record also held by a ZL, on 2M, with the same mode, EA2AGZ–ZL3TY 13 October 2005 with a terrestrial distance of 19434 km(12,075 mi). Difference of 251 km (156.9 mi).

End of an Era: FCC to Drop Morse Testing for All Amateur License Classes (USA) (16 December 2006) –– In an historic move, the FCC has acted to drop the Morse code requirement for all Amateur Radio license classes. The Commission today adopted a Report and Order (R&O) in WT Docket 05–235. In a break from typical practice, the FCC only issued a public notice at or about the close of business and not the actual Report & Order, so some details –– including the effective date of the R&O –– remain uncertain. Also today, the FCC also adopted an Order on Reconsideration, in WT Docket 04–140 –– the "omnibus" proceeding –– agreeing to modify the Amateur Radio rules in response to an ARRL request to accommodate automatically controlled narrowband digital stations on 80 meters in the wake of rule changes that became effective today at 12:01 AM Eastern Time. The Commission said it will carve out the 3585 to 3600 kHz frequency segment for such operations. Prior to the long–awaited action on the Morse code issue, Amateur Radio applicants for General and higher class licenses had to pass a 5 WPM Morse code test to operate on HF. The Commission said today's R&O eliminates that requirement for General and Amateur Extra applicants.
Angus Tait, ZL3NL, is 2006 Fred M. Link Award winner (15 December 2006) –– The Radio Club of America RCA has honored Sir Angus Tait, ZL3NL, as the recipient of its 2006 Fred M. Link (W2ALU) Award. The RCA recognized Tait "for his substantial contributions to the advancement and development of land mobile radio and communications." The managing director of Tait Electronics in Christchurch, New Zealand, Tait said he was "amazed and delighted" at the honor. "I was quite overwhelmed that this prestigious organization in the States had even known about me," he said in an interview with Don Bishop, W0WO. Tait was unable to attend RCA's awards banquet in mid–November, and Tait Communications President Bill Fredrickson accepted the award in his stead. Now 87, Tait says he got into the land mobile business more than a half–century ago because of his early interest in short wave listening. In 1999, Queen Elizabeth II designated Tait as a Knight Companion of the New Zealand Order of Merit "for services to technology, manufacturing and export. He's also an Officer of the British Empire. Tait remains active in ham radio on VoIP modes.

Amateur Radio in New Zealand – The new rules explained (10 December 2006)

There have been regulatory and procedural changes involving the General User Radio Licence (GURL) for Amateur Radio Operators, the General Amateur Operators Certificate of Competency and to the Amateur Radio Callsign arrangements.
The new arrangements concern all radio amateurs.

Jock White Field Day 2007 (9 December 2006) Saturday February 24, 1500–2400 NZT and Sunday February 25, 0600–1500 NZDT, 2007.
Has your branch got a team organised yet? This is a great event for having fun and blowing the cobwebs out of your branch. How about a few local on air CW practice sessions prior to field day? Why not organise a BBQ for the Saturday evening?
There are many sections for your team to choose from to enter and for those not able to join a field station you may enter the home station section.
Rules: See the 2005 November/December Break–In for a summary and the contest page of the NZART web page for the complete version. Note that the address for posting logs and summary sheets has changed to 33 Brooklyn drive, Blenheim. Please be aware that the web page will always have the most up to date rules, do not use older e–versions.
Summary sheets: please use the summary and multiplier sheets downloadable from the web site, this makes marking much easier.
Home stations: must use the branch number 0. Do not use your local branch number, if you use a number other than 0, field stations will claim you as a multiplier, which will require a later readjustment by the manager.
Minimum contacts: 25 CW and 50 Phone for a field station to be a valid multiplier for that band and mode. Do not ‘flick over’ to 80 or 40 phone or cw to ‘just give out a few contacts’ unless you are prepared to meet the minimum numbers above! You are not doing anyone any favours if numbers are too low, as that band/mode will not be valid as a multiplier and the manager will have to readjust scores.
Finally, get out there among the mozzies, tinnies, gennies, snorers, barbies, and snarlers and have some fun!

100 Years Of Voice Over Radio (1 December 2006) December 2006 marks the 100th anniversary of what is generally regarded as the first transmission of voice over radio, achieved by Canadian experimenter Reginald A. Fessenden. The Fessenden station, located at Brant Rock, Massachusetts, USA, is said to have operated on a frequency of about 88 kHz using an alternator with a maximum power output of about 300 watts.
A century ago, radio – then called wireless – was amazing the world. A century later, radio – once again being called wireless – is still amazing the world in new ways. Surely Fessenden, who later in life was an active radio amateur from his station VP9F in Bermuda, would marvel at the progress that continues to be made in digital voice and other technologies that could hardly have been imagined in 1906.
Reginald Aubrey Fessenden (6 October 1866 – 22 July 1932) was a Canadian–born inventor, best known for his work in early radio. Three of his most notable achievements include: the first audio transmission by radio (1900), the first two–way transatlantic radio transmission (1906), and the first radio broadcast of entertainment and music (1906).

RADIO, RADIO WAVES and SCHOOLS Project (23 November 2006) The RADIO, RADIO WAVES and SCHOOLS project:
You are asked to assist to encourage interest in radio among youngsters and in “science” and “technology” subjects in schools, demonstrations have been devised for the practical “hands–on” exploration of radio waves.
Teaching booklets are available for anyone to download to use to promote and to encourage interest in radio. Download and print the Pamphlet, double–sided. It is to lead science teachers to useful radio–related activity in schools. Please distribute this Pamphlet to make the staff of your local schools aware of this resource and please “pass the word on” to all your Branch members for passing–on too.
A donation of this demonstration equipment was received with enthusiasm by the science teachers of one school who were fascinated by what was possible. They had not seen this before! Consider supporting your local school to take an interest in radio and to explore the many ways in which radio is used today.

2006 Doug Gorman Memorial Frequency Measuring Contest Results (13 November 2006)
Updated 28 November 2006: Errors in the results have been corrected, and a new file uploaded.
This year, some stations reported propagation difficulties, but fortunately, most competitors had reasonable copy. It is pleasing to see so many of the regulars turn up, and to see the level of expertise displayed by contestants. Congratulation to ZL2AVP, ZL4OL, and ZL1BPU in the Norm Edwards Shield Competition. Congratulation to ZL2AZ and ZL2AUA in the John McKim Cup. The Branch Award this year was again closely contested by Branch 65 and Branch 42, but it looks like Branch 65 Papakura has once again scooped the pool.
We both enjoy putting the contest on, and are pleased to read your comments. See you again next year.

AREC National Director Jeff Sayer ZL4JS comments on the ZK Callsign issue: “Over recent weeks, there has been debate in Amateur radio Forums regarding the use of ZK prefix for AREC Operations. Representatives of NZART Council and the AREC Management Committee met in Wellington on Sunday 12th November to discuss any implications associated with the ZK usage. All issues raised were satisfactorily resolved. Call signs in the ZK series for AREC operations are as denoted on page 3–1 of the 2006/2007 Call Book.”

NZART NZART's Webmaster Mark Gooding ZL2UFI has released today the draft rules and guidelines for use on the various NZART Lists or Email Reflectors.

Many amateurs will have various opinions for and against these rules. All comments about the rules should only be placed in the Amateurradio List. If you are not subscribed to this list, or any of the other lists sponsored and hosted by NZART, use the link on the left navigation bar under the title NZART Services – Mailing Lists. Follow the instructions to subscribe.
A period of three weeks from the 25 October 2006 will be used to comment on the NZART – List (or Email Reflector) Guidelines, with all submissions closing on 15 November 2006.

Once all submissions/comments are in they will be collated and forwarded to NZART Council for comment.
Amateur Radio Repeaters – and Licence Fees (13 November 2006) NZART President Bruce Douglas ZL2WP, states: “As NZART members are aware certain approaches have been made to Members of Parliament on this topic. Attached for general information are the two principal papers which accompanied the approach by the President and the Administration Liaison Officer initially made to the Hon Peter Dunne MP. First is a paper entitled “Amateur Radio Repeaters – and Licence Fees (Synopsis).”
Secondly is a detailed (26 page) paper entitled “Amateur Radio Repeater and Licence Fees.” With this publication members can see what efforts were made on their behalf in respect of this particular approach.
The President and the Administration Liaison Officer received a sympathetic hearing to their approach and record their appreciation of the efforts to which the Minister subsequently went to in support of NZART.”
This material may assist others in independent approaches, says Bruce.

ITU to Mark 100 Years of International Radio Regulations (21 October 2006) This year marks the 100th anniversary of what became the International Telecommunication Union (ITU) Radio Regulations, and the ITU will formally celebrate the occasion later this month. The first International Radiotelegraph Conference gathered 29 maritime states in Berlin, Germany, in November 1906 to sign the "International Radiotelegraph Convention," establishing the principle of compulsory two–way coast–to–ship radio communication and aimed at making it free from harmful interference. The annex to that convention contained the first regulations governing wireless telegraphy. Since expanded and revised by numerous radio conferences, these regulations now are known as the Radio Regulations of the International Telecommunication Union, or simply as the Radio Regulations. Five Radio Amateurs Now Aboard ISS; Power Upgrade, PCSat2 Retrieval Set (11 September 2006) –– The arrival of the shuttle Atlantis crew at the International Space Station today has raised the number of radio amateurs now aboard the space station to five. Greeting the six Atlantis astronauts as they entered the ISS at 1230 UTC were Expedition 13 crew members Commander and Russian cosmonaut Pavel Vinogradov, RV3BS, US astronaut Jeff Williams, KD5TVQ, and European Space Agency astronaut Thomas Reiter, DF4TR. The shuttle linked up with the ISS a couple of hours earlier, following its oft–scrubbed launch from Kennedy Space Center on September 9. Full story.
Amateur Radio Societies Want Broadcasters to Take their Battle off Ham Bands (7 September 2006) As the so–called "Firedragon" jammer continues to transmit in one or more Amateur Radio bands, three International Amateur Radio Union (IARU) Region 3 member–societies so far have appealed to the jammer's target to move elsewhere. The Firedragon's all–music transmissions from the People's Republic of China (PRC) appear aimed at blocking the much–weaker broadcasts of the clandestine "Sound of Hope" (SOH), located outside the PRC. Responding via e–mail September 5 to an inquiry from IARU Region 1 Monitoring System (IARUMS) Vice Coordinator Uli Bihlmayer, DJ9KR, the SOH said its supporters use various avenues "including Amateur Radio frequencies" to get their message into the PRC. Can any supervisors who have been in this situation please contact me.
ZK prefix for NZART to Administer: A document giving the rules about callsigns, PIB46, is expected to be published by MED RSM in the near future. Full details will have to wait until publication but verbal approval has been given for one change to be implemented now. The ZK prefix has been relinquished by the Cook Islands and it is now to become available for NZART to administer. The intention is that NZART in turn will permit the ZK1 to ZK9 series (or an appropriate part of the same) to be allocated for use by AREC replacing the ZL E series that has been used throughout the long history of AREC. Details of this arrangement will be advised to NZART members in due course.
NZ Amateur use of two 5 MHz Defence frequencies: Arrangements have been made with the licensee for AREC to be permitted access to two spot frequencies near 5 MHz. The agreed "Rules for Access" are on the sheet attached. This is a new form of "sharing" of a licence by amateurs. Please note that it is requested that reports be made about the use of these two spots. It is known that at an appropriate time in the future, IARU proposes to seek an amateur band around 5 MHz. Having a collection of reports on NZ's experience will be of assistance at that time.

Chris Jones, VK2ZDD – Silent Key (27 August 2006) Chris Jones, VK2ZDD – Silent Key. It is with very great sadness that I have to tell you that Chris Jones, VK2ZDD, passed away early today, Friday 25 August 2006. Chris was secretary of the WIA, but more importantly the person whose vision and commitment made the WIA what it is today. It was Chris who talked a group of amateurs in late 2003 into believing that a national WIA was a realistic and better option.
It was Chris who believed fervently that the organisation would grow if it delivered service and avoided conflict.
It was Chris who inspired so many to contribute in so many different ways.
It was Chris who contacted and organised the WIA Assessor training courses, who inspired so many people to make our new licence system really work.
It was Chris who made sure that somehow the WIA delivered many things that many wanted. It was Chris who worked the phones like no one else I have ever met. It was Chris who involved so many people in so many things.
Chris Jones was a person who avoided conflict and loved to be surrounded by his many friends. I extend our most sincere sympathy to his family and his many friends.
His passing is a very great loss to the Wireless Institute of Australia.

"Radiation Belt Remediation" Plan Could Affect HF Propagation, Study Suggests (16 August 2006) A New Zealand university research group believes a US Defense Advanced Research Projects Agency (DARPA) "Radiation Belt Remediation" (RBR) plan could cause major worldwide disruptions to HF radio communication and GPS navigation. DARPA reportedly envisions the "Radiation Belt Remediation" (RBR) system as a way to protect low–Earth orbiting (LEO) satellites from damage caused by severe solar storms or even from high–altitude nuclear detonations. The New Zealand–based research group suggests, however, that policymakers need to carefully consider the implications of the project. Headed by Otago Physics Department researcher Craig Rodger, the research group says RBR could significantly affect radio propagation from several days to a week or longer.
"We've calculated that Earth's upper atmosphere would be dramatically affected by such a system, causing unusually intense HF blackouts around most of the world," Rodger said in an Otago University news release. "Airplane pilots and ships would lose radio contact, and some Pacific Island nations could be isolated for as long as six to seven days, depending on the system's design and how it was operated." GPS would likely also be disrupted on a large scale, he added. Full story
IARU Region 3 Elects New Leadership (14 August 2006) The 13th Conference of IARU Region 3 was held in Bangalore, India August 7–11. IARU Region 3 consists of the member–societies of the International Amateur Radio Union (IARU) in the Asia–Pacific area. There were 13 IARU member–societies represented in person with another five represented by proxy. Conference arrangements were made by an outstanding team of volunteers of the Amateur Radio Society of India (ARSI), the IARU member–society for India. he conference considered more than 60 input documents containing reports and proposals from Region 3 member–societies, coordinators and committee chairmen, as well as from IARU Regions 1 and 2. A new slate of Directors was elected to manage the affairs of the Region between conferences. They are Michael Owen, VK3KI, who also was elected Chairman of Directors; Shizuo Endo, JE1MUI; Gopal Madhavan, VU2GMN; Peter B. Lake, ZL2AZ; and Prof. Rhee–Joong Guen, HL1AQQ. The contributions of retiring Directors Y. S. Park, HL1IFM, Chandru Ramchandra, VU2RCR, Yoshiji Sekido, JJ1OEY, and K. C. Selvadurai, 9V1UV were noted with great appreciation. Keigo Komuro, JA1KAB, continues as Secretary of the Region.
The 14th Region 3 Conference is planned for Christchurch, New Zealand in 2009.
Administrative Council Reviews IARU's Role and Structure (14 August 2006) Meeting in Bangalore, India, August 12–14, the International Amateur Radio Union (IARU) Administrative Council heard a progress report from an ad hoc panel that's looking into the IARU's future role and structure. The Council confirmed its desire for the committee to continue its work and provide a recommendation by year's end addressing the feasibility, budget and possible timetable to put a revised organization into place. FCC Directs Manassas BPL System to Resolve Amateurs' Interference Complaints (17 June 2006) FCC Directs Manassas BPL System to Resolve Amateurs' Interference Complaints NEWINGTON, CT, June 16, 2006––In two strongly worded letters, the FCC's Enforcement Bureau has directed the Manassas, Virginia, BPL system to take appropriate steps to eliminate harmful interference to Amateur Radio operators. Several hams in the Manassas area have complained, some repeatedly, about severe interference from the BPL system, operated by COMTek on the city–owned power grid. The FCC minced no words in detailing what it wants the city and BPL operator COMTek to do to ensure its system complies with Part 15 rules governing BPL systems and even hinted that it may shut down all or part of the system. Amateur Radio regulatory changes in the Netherlands (15 June 2006) –– In the Netherlands, Hans Blondeel Timmerman, PB2T, the IARU liaison officer of IARU member–society the Vereniging voor Experimenteel Radio Onderzoek in Nederland (VERON), reports that as of June 10, radio amateurs in the Netherlands may use the band 7.100–7.200 MHz on a secondary basis with a maximum power output of 250 watts.
Amateur Radio regulatory changes in Spain (15 June 2006) –– New Amateur Radio regulations became effective in Spain on June 10. The new licensing regime essentially eliminates the former Novice, General and Restricted license classes and extends the same privileges to all radio amateurs. Jose Diaz, EA4BPJ, the general secretary of the Union de Radio aficionados Espanola (URE), Spain's IARU member–society, says the change means EB and EC–prefix call signs will be showing up on all bands now, in addition to the familiar EA prefix. All amateurs in Spain also now may use the 50–51 MHz band, although Diaz notes there are some geographical restrictions on 6–meter operation. These privileges extend to visitors from CEPT countries and other foreign amateurs with a temporary license to operate in Spain.

NZART Conference Update (03 June 2006) NZART's Conference 2006 - AGM held today, 3 June 2006. Opening speech from Sir Angus Tait, from Tait Electronics opened the conference. Sir Angus spoke of his 70 odd years in the "industry", outlining how it all started, and the turning points in his life. A most well presented and received insight into one of New Zealand's most famous business men. After Sir Angus, Richard Sawer from the MED gave an overview of the MED/RSM and SMART. He also announced that the GURL (General User Radio Licence) will be introduced for Amateur Operators from 1 July 2006 - more information to come on this matter. After these keynote speakers, the AGM commenced. Remits were voted on, and general business concluded. Listen out for the Official Conference Broadcast on Sunday night.

Australian Amateurs use prefix AX for ANZAC Day (25 April 2006) ACMA (Australian equal of our MED) agrees to allow the use of AX prefix for Anzac Day. Following a request by the WIA, ACMA have agreed to allow use of the AX prefix by all Australian Radio Amateur stations on ANZAC Day, April 25th. The AX prefix may be substituted for the normal VK prefix for the period 0001 to 2359 hours local time on April 25.

Low–frequency experimenters seek reports, crossband skeds (31 March 2006) –– The next round of LF transpacific testing between ZM2E, Quartz Hill, New Zealand, and VA7LF, S Pender Island, British Columbia, will take place April 3, 4 and 5. Testing will begin shortly after sunset at VA7LF (approximately 0630 UTC) and will continue until sunrise (approximately 1400 UTC). The frequency will be 137.7890/137.7886 kHz (0.4 Hz shift) using FSK90. Following a schedule with VA7LF, ZM2E will continue with R6L until sunrise in New Zealand. Reception reports via the reflectors are encouraged, and the VA7LF site will be Internet equipped. "If we are able to get things set up smoothly, we may be on the air for testing on Sunday night, April 2," said Steve McDonald, VE7SL. "Since we will be at our maximum ERP limit, we hope to have some time available to attempt some crossband HF–LF CW–CW QSOs or QRSS–CW contacts in our early evening hours (0300–0600 UTC)." Radio Amateurs of Canada Forms Advisory Committee on a New Entry Level Licence (18 March 2006) The RAC Board of Directors has authorized the formation of an Advisory Committee under the leadership of Midwest Director Bj Madsen, VE5FX, to examine whether Industry Canada should be asked to institute a new Entry Level Certificate for the Amateur Service in Canada. Solar cycle forecast breakthrough (18 March 2006) The next sunspot cycle will be 30–50 per cent stronger than its predecessor and will begin as much as a year later than previous forecasts, according to scientists from the US–based National Centre for Atmospheric Research. If the prediction is correct, the next solar maximum could be the most intense since the historic solar maximum of 1958.
The National Centre for Atmospheric Research scientists believe they have mastered the art of accurately forecasting solar cycles.
They have developed a computer model that they claim has simulated the strength of the past eight solar cycles with an accuracy of more than 98%.
This amazing precision is achieved by using the subsurface movements of sunspot remnants of the previous two solar cycles to calculate the strength of the next cycle. Mausumi Dikpati, the leader of the research team, said: "Our model has demonstrated the necessary skill to be used as a forecasting tool." The Sun undergoes 11–year cycles of activity, from peak storm activity to quiet and back again. But until now there was no precise method of predicting their timing and strength. Being able to accurately predict the sun's cycles years ahead could help society prepare for periods of intense solar storms, which can disrupt communications, slow down satellite orbits and crash power systems. Solar storms are thought to be caused by twisted magnetic fields in the Sun that suddenly snap, releasing huge amounts of energy. They usually occur near dark regions of concentrated magnetic fields known as sunspots. (Source: RSGB)
Austria verifies BPL complaints (18 March 2006) Austria's Ministry for Transport, Innovation and Technology (BMVIT) has verified the interference complaints of HF users in Linz, where a BPL (PLC, or power line communication) system is being operated on a commercial basis. In a report prepared for the February 21–22 meeting of the CENELEC/ETSI Joint Working Group on EMC of Conducted Transmission Networks, the ministry said the measured emission of PLC installations in the Linz region is approximately 42 dB higher than the relevant limit according to CEPT ECC Recommendation (05)04, "Criteria for the Assessment of Radio Interferences Caused by Radiated Disturbances from Wire–Line Telecommunication Networks" [ECC/REC(05)04]. The report says
ECC/REC(05)04 "reflects the state of the art in Austria." The limit used by the ministry for the 1–30 MHz range, measured 3 meters from the source, is 40 dBuV/m peak at 1 MHz, decreasing to 27 dBuV/m at 30 MHz. This is roughly comparable to the FCC Part 15 BPL emission limit lowered by 40 dB and applying the 40 dB–per–decade distance factor FCC measurements call for.
Other major differences between the Austrian regulations and Part 15 include distance between source and antenna, use of a peak detector and a logarithmic factor in the limit. The report is intended to inform the Joint Working Group about measurements of PLC systems and harmful interference they can cause in the HF bands, and to trigger a discussion to adopt ECC/REC/(05)04 as the document describing the state–of–the–art for wireline telecommunication networks such as PLC networks within Europe. Commonwealth Games Special Event Stations (1 March 2006) On air for the entire month of March are special event stations – AX3GAMES and AX3MCG – being activated by members of Amateur Radio Victoria in celebration of the Melbourne Commonwealth Games. A roster of about a dozen on Phone and CW have volunteered for AX3GAMES, while AX3MCG is being operated by top DXers Peter VK3QI on CW and David VK3EW phone. All are ready to make plenty of contacts that will qualify for commemorative QSL cards. NASA's latest astronaut candidates – many are Hams!!! (15 February 2006) After 18 months of intense training, NASA's latest astronaut candidates now are officially astronauts, and several already are Amateur Radio licensees. The class of 11, including three educator astronauts selected from teachers across the nation, received NASA Astronaut pins in a graduation ceremony February 10. This is NASA's first astronaut class focused from the start on realizing the Vision for Space Exploration, America's long–term exploration strategy that includes extending a human presence across the solar system. Their training has included water and land survival courses, T–38 flight instruction and space shuttle and International Space Station systems training as well as numerous qualifying exams and flight evaluations. The new astronauts' immediate duties include support roles in the space shuttle and space station programs. The new astronauts and their work assignments are: Mission Specialist–Educator Joe Acaba, KE5DAR, Mission Specialist–Educator Richard Arnold, KE5DAU, and Mission Specialist–Educator Dottie Metcalf–Lindenburger, KE5DAT––all Space station branch and education; Pilot Randy Bresnik, Space station branch; Mission Specialist Christopher Cassidy, Space station operations branch and CapCom branch; Pilot James Dutton, Exploration branch; Mission Specialist Jose Hernandez, KE5DAV, Shuttle branch; Mission Specialist Shane Kimbrough, Safety branch; Mission Specialist Thomas Marshburn, Space station and exploration branch; Mission Specialist Robert Satcher, Robotics branch and space station branch, and Mission Specialist Shannon Walker, KD5DXB, Space station operations branch and CapCom branch. New York Station Copies Complete "SuitSat–1" Telemetry (8 February 2006) –– Based on recent reports, the already–puny 145.99 MHz signal from "SuitSat–1" may be getting even weaker, but at least one earthbound radio amateur has been able to copy a very nearly complete telemetry transmission. ARRL member Richard Crow, N2SPI, of Smithville Flats, New York, heard the SuitSat–1 audio during a February 8 pass at approximately 1350 UTC. Australian Foundation Licenses allowed power increase (3 February 2006) Foundation licence's to be allowed transmitter power of 10 watts all permitted modes. As the new amateur licence structure, including the Foundation licence, came into effect on 19 October 2005, WIA President Michael Owen, VK3KI, said that "Our only regret is that we believe that the power limit of 3 watts for AM, FM and CW for the Foundation licence, while perfectly logical, is unrealistic. That given the output power of commercially available equipment, particularly older equipment, and that the power limit should be 10 watts."
Michael had already advised ACMA that the WIA believed that a power output limit of 10 watts would not result in any difficulties but would enable the use of many older transmitters, particularly VHF transmitters, that would be attractive to the Foundation licensees."
The WIA was advised by ACMA today that "Following reconsideration of the issues involved, it is agreed, under the Foundation licence, to permit a transmitter output power of 10 Watts pX on all permitted emission modes instead of the present 10 Watts pX for J3E emissions and 3 Watts pY for all other permitted emissions." The change will formally come into effect with the other amendments to the Amateur LCD into force in some months time.
The WIA President said that the WIA welcomed ACMA's decision, which should assist many Foundation licensees, and was grateful that the regulator was prepared to make an early announcement.
ARRL Contest Advisory Committee releases white paper (2 February 2006) The ARRL Contest Advisory Committee (CAC) has released a white paper, "HF Contesting––Good Practices, Interpretations and Suggestions." The document, which discusses common situations encountered during HF contesting, results from CAC work that arose over the course of an informal committee meeting at Dayton Hamvention. While not a comprehensive set of "Frequently Asked Questions" (FAQ), the white paper does address many issues that periodically arise related to HF contesting and even some that may apply to VHF/UHF contesting. The white paper operates from an HF perspective, however, recognizing that there are many differences between HF and VHF/UHF contest practices. ARRL Contest Branch Manager Dan Henderson, N1ND, stresses that the white paper's interpretations do not supersede the rules for any contest but are intended to assist contesters by providing some interpretations and operating suggestions based on CAC members' accumulated experience.

Good news on 40M and 80M wideband noise problem (4 January 2006) – "I'm pleased to report that we have some good news on the 40M and 80M wideband noise problem", WIA Director and National IW coordinator Glenn Dunstan VK4DU said. "ACMA advise that they have DF'd the noise to a location on the Chinese coast". "ACMA have been liaising with the Chinese Administration to have the interference removed.
