202-There have been a few people who have been rather upset by comments made by
202-the President on last weeks official broadcast...while it was not me that
202-said it, I tend to agree with the sentiment. I urge all those who have yet
202-to renew, join or rejoin the Association, that unless we can increase
202-membership imminently, services and open hours at headquarters will require
202-dramatic cost cutting to survive.
202-
202-Please contact me if you are having difficulty finding the full annual
202-subscription as payment options are available. Membership to the Association
202-can be arranged on an annual basis for the nominal sum of $8 per month.
202-
202-At Council's face to face meeting in February ...they resolved that all
202-concessionary memberships are to be abolished as from 1 January 2011. This
202-means that if you are one of these members who currently fall into this
202-category, you will receive a letter from me inviting you to pay by the
202-monthly payment option.
202-
202-There are a number of you who just may find this a better way to continue to
202-support the Association.
202-
202-This month I will be sending out a branch circular. Included in this, is a
202-form that needs to be completed by all branch committees requesting updated
202-branch information. All branches please return this to me, even if your
202-details have not changed.

202-Information on NZART members within a branch can and will only be provided
202-to a Branch secretary. Please save me and yourselves the embarrassment if
202-you do not hold this position, I am unable to provide this information in
202-accordance with the Privacy Act.

202-Finally in order to ensure proper process is followed, if your branch needs

202-Digital Conversion of Analogue Amateur TV Transmitters and Receivers

202-In Headquarters Infoline Issue 200, Branch 74, The Wellington VHF Group
202-Incorporated, invited members to take advantage of a bulk purchase scheme of
202-equipment for Digital Amateur Television (DATV).
202-
202-As a result of this scheme, four sets of DATV transmitting equipment, three
202-sets of DATV receiving equipment, and a variety of DATV test equipment, were
202-ordered. The equipment will be despatched to purchasers in the next few
202-days.
202-
202-Branch 74 thanks all the members who participated in the scheme.

202-Branch 74 hopes to have several working DATV systems on display at the Lower
202-Hutt-Wellington Expo 2010 on Saturday the 27th of March.

202-Following submissions from NZ Association of Radio Transmitters (NZART), the
202-group that represents NZ amateur radio operators, the NZ Government has
202-agreed to grant NZ Amateurs temporary access to a slice of the 600 metre
202-spectrum.
202-
202-From 1 March 2010, NZ Amateurs will have access to some of the spectrum that
202-was previously used for Morse code communications with ships.
202-
202-The new band, 505 to 515 kHz has been granted on a temporary basis pending
202-an international allocation to radio amateurs and includes some
202-restrictions:
202-
202-* These frequencies are, or may be, allocated for use by other services.
202-Amateur operators must accept interference from, and must not cause
202-interference to, such other services.

202-* Radiated power must not exceed 25 watts e.i.r.p.

202-* The bandwidth of emissions must not exceed 200 Hz

202-On the international scene, work continues to gain a world-wide allocation
202-in this area through the International Amateur Radio Union (IARU), the group

23S-*Kordia Co-Location Agreement*
23S-
23S-I regret to report that negotiations with respect to fully funding the
23S-annual Kordia account for site leases have been unsuccessful. A change late
23S-last year to the Equipment Schedule introduced by Kordia, charging for rack
23S-space as well as the antennas, has almost doubled the annual fees payable.
23S-
23S-Negotiations over the last two years have seen the annual amount payable
23S-reduce from over $27,000 per annum ($27,350), down to a total of just under
23S-$10,000 per year ($9966.00). Despite offers of financial help from Branches
23S-with equipment in Kordia sites, totaling $3966, the shortfall which would be
23S-a debt your Association would have to pay, is $6000 per annum. Council, at
23S-its face-to-face meeting in Wellington over the weekend of February 20/21
23S-concluded that this was unsustainable.
23S-
23S-There are a total of 11 Kordia sites around New Zealand where we have
23S-repeater equipment located: Te Aroha, Mt Egmont, Wharitie, Mt Erin, Mt.
23S-Grey, Blue Duck, Fitzherbert, Whakapunake, Kuriwao, Mt Murchison and Mt
23S-Cargill. The negotiations with Kordia resulted in the offer to "pay for
23S-some" and stay at the rest for free, provided that the space is not required
23S-for future Kordia equipment and systems. Arising from this offer, it was
23S-determined that there were three sites we could not do without in order to
23S-keep the National System going: Mt Egmont (Taranaki), Blue Duck and Mt.
23S-Cargill. These three sites do not have any viable alternative site which
23S-equipment could be relocated to without major re-engineering of the National
23S-System.
23S-
23S-For the three sites we need to keep the National System viable in its
23S-present form (Mt. Egmont, Blue Duck and Mt. Cargill), the annual cost is
23S-$9206 including GST. This does not include power which paid for all 11 sites
23S-which is currently another $760 per annum incl. GST.
23S-
23S-As a result, I regret I have had to advise Kordia that NZART is unable to
23S-sign the Co-Location Agreement. The consequence of this is that we will have
23S-to shut down and remove the amateur radio equipment from all 11 sites at the
23S-earliest opportunity unless your Branch can meet the on-going cost - see 1
23S-below.
23S-
23S-*Where to From Here*
23S-
23S- 1 Kordia are willing to enter into individual site agreements with
23S- Branches who want to retain their repeater site and can afford to meet
23S- all the costs. If your Branch wants to do this, please contact me for
23S- details of the person in Kordia to make contact with.
23S- 2 Kordia have agreed to a six month time frame in which all amateur
23S- equipment is to be removed. This is effective from 28 February 2010.
23S- 3 NZART has received an offer from TeamTalk to host amateur repeaters at
23S- their sites at no charge where possible. If your Branch has a repeater
23S- in a Kordia site, and can relocate to a nearby Teamtalk site, then this
23S- may offer a solution. If this is a solution in your area, I can provide
23S- contact details for TeamTalk . Note that TeamTalk are already hosting
23S- amateur repeaters at several locations throughout New Zealand and we are
23S- grateful for this excellent cooperation.
23S- 4 In the longer term, we have the possibility to re-engineer the National
23S- System to totally bypass Kordia owned and operated sites by making use
23S- of TeamTalk and other sites. This involves more equipment, shorter links
23S- between nodes, and some use of higher frequencies (23cm and up) and a
23S- considerable amount of re-engineering. However it is achievable and
23S- should be a goal to work towards.

201-number of agenda items that they are faced with, the meeting is likely to
201-last well into Saturday night with a fairly early start.

201-I need to remind ALL members that a Councilor is your first point of
201-reference, if you or your branch requires assistance or guidance. If you
201-feel you are unable to contact or approach your closest Councilor, then it
201-is imperative you contact the President.

201-Remember your Executive has been elected by members to work for their
201-specific regions and must avail themselves wherever possible. While I
201-appreciate that you may wish to contact headquarters, in most instances your
201-Councilor can and should be able to help.

201-Annual reports will be published in the next issue of Break In. I would urge
201-you to pay special attention the drop in membership figures. You can all
201-help improve this by encouraging others to join or pay their membership as
201-the Association needs their support now more than ever. Remember as a
201-collective we have bargaining power, as an individual we almost fail to be

201-Branch 81 Waikato VHF has applied to relocate its Raglan 5675 Repeater, by
201-about 3.4 km, to Te Uku, at map reference NZ260 R15 835684, owing to the
201-construction of a wind farm near the present site. An engineering evaluation
201-confirms that there will be no interference to other stations and that the
201-repeater transmit frequency can remain on 145.675 MHz with the repeater
201-receive frequency remaining on 145.075 MHz.

201-**Digital Aurora Radio Technologies**
201-
201-The mission of Digital Aurora Radio Technologies (DART) is to expand
201-communications across the north by using existing, and exploring new
201-communications technologies.
201-
201-DART is in the process of testing the potential to broadcast digital radio
201-across Alaska. Uniquely Alaskan, the project presents challenges and
201-opportunities that one might expect in the "Last Frontier."
201-
201-We are currently testing DRM on 4.85 MHz, 7.505 MHz and 9.295 MHz. In

201-Marlborough Amateur Radio Club, Br 22 has again been asked to co-ordinate
201-the Comms for the 2010 Silver Fern Rally. Although the rally will finish in
201-Queenstown the intention is to have the Radio Base in Blenheim again as in
201-previous rallies.

201-To assist in progressing plans for the event, early notification is out to
201-give anybody the opportunity to consider participation in any of the
201-following roles;
201-1. Area or Regional co-ordinators, (not necessarily the person who does
201-everything), obviously somebody prepared to attract volunteers, consider the
201-availability of repeaters and suitable locations for portable repeaters
201-(includes IRLP kits) and pass on any relevant information,
201-2. Mobile Operators, either for all of the rally or part of it, with
201-preferably VHF and HF capability and suitable vehicle,
201-3. Base Operators. Following on from 2008 a minimum of 14 operators (2
201-shifts) per day is required. If you are outside of Blenheim and would like
201-to spend a week in a sunny location, appropriate expenses are being

200-At the November Meeting, Council appointed me, Jim Meachen ZL2BHF, Editor of
200-"Headquarters Info Line". This bulletin's publication is on an 18 month trial basis and
200-will generally not contain material that would normally be published in Break-In. This
200-month there will be one issue but commencing February there will be two issues per month
200-the first on Sunday 4th February.

200-In the nine years since the above text was written, HQ Infoline has filled the gap
200-between the issues of Break-In by supplying timely information to members.
200-
200-With this issue, Infoline introduces a revised process for repeater, beacon and link
200-applications to the FMTAG (Frequency Management Technical Advisory Group).
200-
200-Currently, applications for repeater and beacon stations are required to be reported
200-in Break-In before the application can proceed. Because Break-In is published every two
200-months, this brings an excessive time delay into the procedure.
200-
200-The revised procedure removes the required Break-In publish requirement and the inbuilt
200-delay. It has added, that all NZART methods of communicating to members and others, are used
200-to show current applications in progress. (NZART Web, HQ Infoline, Official Broadcast and,
200-of course, Break-In).

200-Branch 81 Waikato VHF has applied to relocate its Raglan 5675 Repeater, by about
200-3.4 km, to Te Uku, at map reference NZ260 R15 835684, owing to the construction of a
200-wind farm near the present site. An engineering evaluation confirms that there will be no
200-interference to other stations and that the repeater transmit frequency can remain on
200-145.675 MHz with the repeater receive frequency remaining on 145.075 MHz.

200-The Monitoring Service Coordinator has recently sought the approval of the NZART
200-Council and the National System Trustees to use the National System - e.g.
200-439.875 MHz periodically to encourage more participation in monitoring the HF
200-bands to report intruders throughout New Zealand. You may find myself and other
200-voluntary observers briefly requesting confirmation of an intruding signal to
200-verify the strength and direction for confirmation or to alert others to a
200-potential intruder, which is being verified. By this means, it is hoped that
200-we can quickly establish and confirm it is a real signal and not just local
200-QRM from another source.
200-A suggested procedure is: This is <your callsign> intruderwatch request, can
200-anyone verify the following signal on <Frequency>; <Mode> please over?
200-Hopefully, someone will respond and assist you to verify and confirm the
200-potential signal.
200-Keep your responses short, as others, may need to use the National System.

199-The New Zealand DX Hall of Fame was set up a few years ago to honour those
199-outstanding ZL DXers who have excelled in our radio sport hobby over many
199-years. The current panel of judges includes Ken McCormack ZL1AIH, Duncan
199-McMahon ZL3JT and Bill Carney ZL3NB. The judges were unanimous in their
199-selection for 2010. Their individual citations are below.

199-dead..." so you switch off and go back to watching TV. Does this scenario
199-sounds familiar? In that case, read on!

199-Did you know that the The Northern California DX Foundation (NCDXF) operates a
199-worldwide network of high-frequency radio beacons on 14.100, 18.110, 21.150,
199-24.930, and 28.200 megahertz. These beacons help both amateur and commercial
199-high-frequency radio users assess the current condition of the ionosphere. The
199-entire system is designed, built and operated by volunteers.

199-Each beacon transmits every three minutes, day and night. The table at

199-gives the minute and second of the start of the first transmission within the
199-hour for each beacon on each frequency. A transmission consists of the
