03: ZL3PAH An outline document of the requirements for our updated web site has been written and circulated to Council. So far feedback has been minimal.
Additional: All Councillors to give feedback to ZL3PAH for a rounded view of what we want and how we go about this.
ZL3PAH proposes a small team be formed, to determine the content and where it is to come from. Include a member’s only and online payment option. Don MacDonald and Alex Gordon happy to work Phil on this team. The position of Webmaster needs to be determined from this group.
12/6 Confirmation of New Members May 2015
a) Budget – Review of 2015 Budget
Evan advised subscriptions were approximately $15k down from last year. Costs are under control. However 200+ members still to renew for 2015, reminder notices have been sent out.
Total donations in support of sending a representative to the WRC2015 in Geneva in November this year came $11,932.00. This was made up of $9000 in direct donations and a further $2,932 which came from members who donated their $10 subscription rebate
Donations received for Geneva travel will come into 2015 accounts.
Total $15k was budgeted for travel to Geneva, donations received approx. $9k, ZL2TLL has managed to get very reasonable flights and accommodation.
$7,900 for Don to attend.
No significant increase for coming year. Call book cost $8,500 for 2014.
b) Consideration of 2016 Budget
APT meeting may want to send Don to but will not be required until 2016/2017

Not ideal to increase subscriptions in the year where a surplus shows up in accounts. No increase for 2016

ZL2DL advised that when a Councillor visits these branches it increases the membership to NZART. Council will endeavour to visit branches as and when time permits.
12/16 IARU R3 Conference Bali, Indonesia
WIA will have two people in attendance at WRC and IARU R 3
Don Wallace ZL2TLL has obtained very reasonable airfares and this along with some further savings on accommodation has brought the total cost of his attendance to WRC 2015 in Geneva, down from an original estimate of $12,600 to an all up cost of $7,900.
ZL2TLL our IARU Liaison Officer and Terry Carrell ZL3QL a member of IARU committee put the case for attending The IARU R 3 Conference in Bali. The Region 3 conference this year is significant, in that it takes place prior to the World Radio Conference and represents a last opportunity for the amateur radio associations in Region 3 to get together, and reach a consensus on the agenda items at the upcoming World Radio Conference which are going to affect the amateur radio service. The most significant of these is the possibility of an amateur band at 5MHz. Council agreed to send two delegates to the Region 3 Conference in Bali and these will be Don ZL2TLL and Terry ZL3QL.
The cost of sending two people to the IARU Region 3 Conference is going to be around $5580. Council agreed providing, members and delegates approve of using the surplus money in the WRC donations fund to help with the cost of attending the IARU Bali Conference.

12/17 Dissemination of AGM and Conference Information
ZL2BHF suggested no further Official Broadcast at conference. Council agree to use NZART HQ Info-line, NZART Reflector and Facebook – Conference report, voting on remits and subscriptions will all go out in a special edition of HQ Info-line.
Cut off to be Sunday lunchtime for information to include AGM’s from WARO, AREC etc.

12/19 Band Plan formation Steve Fogerty ZL2ASF
Steve Fogerty ZL2ASF our new Engineering and Licensing Group Team Leader attended the meeting. He specifically requested Council to revisit the beacon application placed in 2013 from Wellington VHF Group.
The following motion was put:
Motion – Council approve the application from Br 74 for a beacon on 3400.275 MHz. ZL1VH Seconded ZL4XYZ Carried
Council now need to amend the 9cm band plan and bring it into line with international practice. ZL1VH to invite any amateurs at the AGM who have an interest in operation on the 9cm band and would like to be part of this band planning group to contact Stuart ZL2TW. Notification of the amendment to the band plan will be published in HQ Info-line and in an upcoming issue of Break In.
ZL2ASF advised the ELG is shaping up reasonably well. Steve is working on some procedural streamlining.

12/21 AREC Management Team
The AREC Management team led by Jeff Sayer ZL4JS, National Director gave us an update on activities within AREC over the past year. Overall AREC is in good shape and are working on further improvements and activities.
12/26 General Business
1) A/PZL2MAX – consideration of a logo for promotional purposes for NZART
2) Radio Science Education Trust – ZL3IB/ZL2SJ wish to step down. ZL3QL is
considering changing the conditions of the Trust to include marketing of amateur radio. Potential candidates for the trustee positions was discussed and will be approached.
Health & Safety legislation needs to be considered.
3) Gavin Bowden ETEC keen to join with NZART in a number of areas regarding training and encourage newcomers to amateur radio.
