06/5 Action points from Feb 2011 on air Council Meet 05 ZL2HD report from the Appeal to the Environment Court regarding Wellington City Council District Plan Change on behalf of NZART and the Wellington VHF Group. Nothing has been heard from the Environment Court Neither NZART or Wellington City Council have heard anything from environment court .ZL2HD and ZL1BNB have been in discussion as to how to approach the court Ongoing Additional action: ZL2HD to work with Mike Newman ZL1BNB on work being done on district and city plan changes to list these and keep Council informed.
Action points from June 2011 Face to Face Friday meeting of Council U/H 06 ZL1TGC to write “Requirements of a Councillor”, updating e-handbook and send to Alan ZL1AMW for placement on the web. This has been produced and circulated to council and will be concluded at next months meeting. Ongoing
Action Points from September 2011 Council Net 04 ZL2AJ to lead email discussion regarding the formulation of a business Working group to discuss options for the future of NZART HQ.
Motion by e-mail since September net: That NZART signs the new 4 year lease offered to us by the current landlord, accepting the terms as a rent review will be held in two years, and power contribution may increase as power charges do. Action Points from November 2011 Council Net 07 ZL2TW to do promotional Power point presentation for NZART and submit to Council for approval. Ongoing Action Points Council meeting Friday F/F Nelson June 2012 02 ZL4TAE to keep ZL2TLL informed regarding Monitoring issues raised by John Martin ZL1GWE, so he can keep RSM updated. Correspondence has been initiated, no reply has been received. ZL4TAE has been in contact with both John Martin ZL1GWE and the Ministry of Defence and is satisfied with the level of exchange of information occurring. Ongoing Action Points Council meeting Monday F/F Nelson June 2012 06 ZL2HD to revisit the results of the 2010 membership survey and update Council and finalise by e-mail, prior to publishing in Break In and HQ Info-line Ongoing Action Point Council meeting October 2012 01 ZL2DL to write to Peter ZL2AZ on behalf of NZART Council and congratulate him on his appointment as IARU Region 3 Chairman of Directors. Complete 02 ZL2TW to write to Nelson Branch and thanks them for their donation. ZL2TW will draft letter for ZL1TGC to sign. Ongoing

05/8 Monthly Reports a) QSL Bureau report – ZL2RR Moved ZL 1PK 2nd ZL2TW b) FMTAG The bulk of the report that being the proposal from Branch 69 Kapiti Change in frequency, the licence renewals was moved by ZL2AJ 2nd by ZL2TW and approved.
The proposal from Branch 74 Wellington VHF group re application for Digital Amateur TV Repeater was up for discussion. ZL1TGC moved that Branch 74 Wellington VHF group application for a Digital Amateur TVF Repeater licence at Belmont be approved. 2nd by ZL2HD ZL1PK moved an amendment to this motion by adding “subject to sufficient information being provided”, this was 2nd by ZL2TW. Voting on the amendment was taken and the amendment was lost by 4 votes to 2. It was then taken back to the original proposal to FMTAG from Wellington VHF group branch 74. This proposal was voted on and the vote was 3 for and 6 against The proposal was lost on votes
Action Point ZL1TGC ZL1TGC to contact FMTAG via email with reference to this proposal by Branch 74 asking them to refer this back to the Branch asking for more information on the frequency or band to be used and what input and output frequencies this repeater will be operating on.

ZL1PK moved: That the ALO be asked to give an update to the members as soon as possible on the progress being made with the Ministry regarding a possible replacement for channel39. In particular that facts that tests are being carried out with RSM and others which may, if successful, see us being able to use spectrum in the UHF area for DATV. 2nd by ZL1TPH. Carried. Action Point ZL1TGC ZL1TGC to contact the ALO regarding this and circulate via Council.
06/9 Membership Drive Costs for this membership drive have not been insignificant. To date we have received 29 renewal applications from amateurs who have taken up the offer. Four of these are totally new members and 25 are lapsed members from 2009 or earlier. We have also had about 30 returned either silent keys or no address. It is early days yet.
06/10 Amateur involvement with World War 1 100 Year Commemorations Action Point ZL1TGC to recirculate the email from WIA to Council and take discussion from there.
06/14 Information Papers Nil
06/15 Leave of Absence ZL1TGC could be out of the country later in November for about 1 week. No dates at this stage.
06/16 General Business 1 The December Council on air meeting will be the last for the year. There will be no on air meeting in January 2013. Council will have an on-air meeting in February as well as the Face to Face.
2. ZL4TAE made mention of approval for Debby’s overtime for the membership drive and this was approved by Council.
ZL1TPH moved that a vote of appreciation to Debby and all those who helped her prepare and post letters for the membership drive. ZL1PK 2nd this. Thankyou Debby you did a great job.
