Budget – Consideration of 2013 Budget
ZL1TGC advised after his discussions with WIA that the IARU R 3 levies will probably increase by 20%, therefore needs to be considered in the budget.
All agreed that NZART accept an increase of up to 20% in the IARU R 3 levies.

The recipient’s branch President has invited Vaughan ZL1TGC to attend a branch meeting to present this award.
Vaughan indicated that he could go but would need to make a claim for travel expenses. Council agreed this would be appropriate.

12/14 Wellington VHF Group Letter
ZL2HD was asked to leave the meeting at this point in order for Council to discuss this agenda item, as it was deemed there may be a conflict of interest because he is on the Wellington VHF Group committee.
Council agreed that the 2012 NZART Examination Database be placed on the web and advise Wellington VHF Group accordingly.
AP ZL2AJ to prepare a letter and circulate to Council before forwarding to Wellington VHF.

12/15 HQ Computer/software
Evan confirmed he is confident that the current computer that houses the NZART database and accounting software will continue to run well for the next 2-5 years.
The cost of upgrading (new computer and operating system and application software) is estimated at $20,000. Budgetary provision to be made for this in future years budgets.
Motion: That the treasurer includes computer upgrade costs of up to $20,000 in future budgets.

The AREC Management Team met with Council at 1700. ZL1TGC opened discussion, advising that the Area Managers were working very well, however drive from the top appeared to be lacking. The mission statement “To be the Preferred Emergency Communications Provider’ did not appear to be coming to fruition. He also asked where has the training or updates to the AREC manual got to?
Communication with LandSAR appeared to be working well and ZL1TGC enquired if anything is happening to develop a better engagement with Civil Defence.
AREC confirmed there are significant differences between LandSAR and the Ministry of Civil Defence. The Ministry only deals with policy and has no authority over the way local civil defence bodies implement that policy. In some areas there is good co-operation between CD and AREC, in other areas there is none.
Regarding training, a plan is in place to hold three of four training sessions around the country. Training will focus on training the Section Leader and Assistant Section Leaders; they are then tasked with training their own section members.
ZL3VP expressed concern over the way the AREC accounts were presented in Break-In. Association Treasurer Evan Sayer gave a full explanation of the accounting practices used for the Association’s finances. Following extensive discussion, it was agreed that for next year, the Association Treasurer will make a draft of the accounts available for AREC to check prior to sending for publication in Break-In.
Council agreed to assist AREC wherever possible, but in turn, they must make a greater effort with regular reporting to Council and members.
It was also agreed that AREC will in future, have the LandSAR Trust account audited by the firm in Masterton who have just completed last years audit.
ZL2DL confirmed with AREC for future conferences that the AREC Management Team will require a meeting room on Friday prior to the AGM for a formal meeting. ZL2DL will arrange this room for AREC.

Council agreed that the membership promotion letter to all non-members will be posted out by the end of June.
12/18 Callbook 2012
A full size call book will be produced in August this year and be included in with the July/August Break In, plus a CD Rom.
Council considered future options for the production of Call Book and decided to leave discussion on this for early next year.

ZL1TPH to pick up the task of tidying up the VHF/SHF records and rules.
Council agreed that the old rules appearing on the NZART web will remain the current ones, while those submitted by ZL4PLM will remain on the site in draft form until they can be fully reviewed and approved. The position of VHF/UHF Records Keeper will be advertised.

12/30 General Business
Report from ALO: Don Wallace ZL2TLL gave Council an update on work he was doing on our behalf: His final cost for attending WRC2012 in Geneva came to $9700.77, a significant saving over budget.
500 kHz: WRC2012 provided for 7 kHz of spectrum from 472 to 479 kHz and a maximum power limit of 5W. ZL2TLL will try to get agreement to retain our current power limit of 25W, given our geographic isolation. Will try for a special case to assist ZL1ZLD by retaining the 512 kHz allocation they already have.
5 MHz: Two sport frequencies we currently have are on loan from Defence. AREC use of these finally being reported (see Mar/Apr Break-In AREC Column). WRC 2015 may consider a band from 5.25 to 5.45 MHz.
UHF Digital TV – negotiations continuing.
Discussion on report from john Martin ZL1GWE, Monitoring Service Coordinator. Noted concern re HF Manpack frequency hopping. For discussion with MED RSM to see if an approach can be made to Defence regarding our concerns.
Report from Break-In Editor: May/June issue of Break-In a week ahead of schedule. New printer/typesetter made special effort to get the magazine out. Arguers well for future. Discussed performance of Datamail in correctly despatching Break-In. ZL2DL reported regular instances of members not receiving Break-In and others receiving two wrappers. ZL3IB will follow up. Possible electronic version of Break-In discussed. Not proceeding at this time.
