There will still be an on air Council meeting on the 5th February 2013 1/6 Council Action on Remits Amendment to Remit 5: That this AGM directs the NZART Council to make formal request to the managers of the national system, that all packet forwarding on the national system be discontinued and the national system become a voice-only system, so as to reflect the desire of the greater membership. Agreed that Council forward a letter to the Managers of the National System
AP ZL2HD to write a letter to the Managers of the National System to reduce considerably the forwarding of packet data.
1/7 IARU Committee All e-mail postings related to IARU are now to be forwarded to IARU@lists.nzart.org.nz. This should assist in communications with regard to the IARU committee.
The budget for Region 3 conference in Ho Chi Minh city, will now include 3 persons for the cost of $11,486. This helps succession planning in the future.
Motion: That we accept the original recommendation of IARU Liaison Officer presented in February regarding the delegation and budget for attending the 15th triennial conference of Region 3 in Ho Chi Minh City. Moved ZL2HD Seconded ZL1TAJ Carried
Papers to be presented by NZART to the Region 3 conference. There are 9 papers. 1) Report from NZART, 2) FMTAG – update on NZ band-plans, 3) ZL3GX been tasked with producing a paper on Awards, 4) KiwiSat status ZL3QL, 5) Emergency Communications ZL4FZ/ZL3PX 6) NZ and International Communications ZL2TLL/ZL1DK/ZL4AE/ZL4KS, 7) Region 3 subscriptions (to be circulated to Council prior to submission) ZL3QL, 8) Region 3 Director numbers, originated by Michael Owen, AP ZL1TGC to re-circulate the paper by Michael Owen
9) ZL2TLL Amateur Radio Training systems in NZ as an information paper. This is designed for use by other R 3 societies who may not have thought of these services. Papers to be with ZL3QL by 12th July. These will be forwarded to IARU R 3 secretariat early August. These papers will be submitted to Council for endorsement.
Peter Lake will continue for one more term of 3 years as Region 3 Director.

1/8 Insurance Repeater Sites that need to be included is amateur radio equipment at all shared sites. AP ZL2HD to liaise with Rhonda Merritt of AON Insurance and determine sites that need to be included on the public liability cover. This may require a temporary cover in the interim until this can be finalised.
1/9 VHF/SHF Records Council will advertise the position of VHF/SHF Records Keeper. AP ZL1TPH to prepare an advertisement for Break In and HQ Info-Line
1/10 Branches with < 5 members 19 Inglewood (3), 44 Matamata (1), 47 Waitara (2), 55 Waitomo (4), 67 Kawerau (4), 72 Opotiki (4), 76 Kaikoura (1), 85 Mercury Bay (4). 82 Southern Wairarapa has officially been placed into recess. Howick 11

1/11 Membership survey 2010 The membership survey undertaken in 2010 will be revisited again by John ZL2HD, and circulated to Council, prior to publication in HQ Info-line and Break In
AP ZL2HD to revisit the results of the 2010 membership survey and update Council prior to publishing in Break In and HQ Info-line
1/12 Break In Editor/Copy Members of WARO had concerns that their articles are not being published in Break In due to their lack of amateur radio content. There have been a couple of issues also raised regarding the quality of technical articles. AP ZL1TGC To discuss with John Walker copy received for Break In which he does not feel appropriate or amateur radio related.
1/13 Branch 06 Tararua President and Treasurer not members of NZART, what can be done about this. Council agreed that all elective officers of a branch should be members of NZART, this also applies to Repeater Trustees. AP ZL2DL to write to the President of Tararua Br 06 quoting 7.3C
1/14 Next AGM Venue Two branches have come forward to host the 2013 AGM. Masterton Branch only if the Solway Park can be confirmed as a venue Ashburton Branch President in attendance here at Nelson has also tentatively offered to host it, once confirmed by his Branch.
1/15 Conference format There is nothing to say a branch has to stick with a specific plan to host a meeting, providing an AGM is part of the plan.
1/16 Midlands Councilor The position of a casual vacancy will be advertised in Break In. AP ZL1TGC to place an advertisement in Break In.
1/17 Appointment of Officers The two vacancies currently in the Officers list will continue to be advertised.
