The President Roy Symon ZL2KH commenced the meeting at 8:30am
ZL2KH advised specific rules of the AGM. Debate must be polite, discussion to be kept to policy not personalities, anyone transgresses, they will receive a red card and be removed from the meeting.
ZL2KH welcomed the President of WIA Michael Owen VK3PI and Treasurer John Langayroux VK3PZ.

ZL2KH called for a minutes silence in respect of silent keys, specifically Neville Copeland ZL2AKV, Life member of NZART and General Secretary for 16 years.
The President then requested that all cell phones be turned off.
ZL2KH then advised he was filling in time by continuing with general housekeeping, before the official opening of the meeting, while awaiting the arrival of Chris Hipkins MP for Rimutaka.
Confirmation Of Quorum
A Quorum of 1485 was confirmed.
Incoming Councillors Stephen Hayman ZL1TPH, Warren Harris ZL2AJ Simon Lewis ZL4PLM and Terry Thomas ZL4TAE were presented with their Council badges.
Report On Council Business
ZL2KH presented the report on Council Business. Council met at the Silverstream Retreat commencing at 9am on Friday 3rd February.
Incoming Council members, Warren Harris ZL2AJ, Stephen Hayman ZL1TPH, Simon Lewis ZL4PLM and Terry Thomas ZL4TAE were welcomed to the meeting and given full speaking and voting rights.
Council elected Vaughan Henderson ZL1TGC as vice-president. Vaughan was elected unopposed.
Following a suggestion from Evan Sayer the Association Treasurer, Council agreed that a review of the current NZART Constitution is to be undertaken. One of the main aims of this review is to gain charitable status and potentially save having to pay tax.
Council formally approved a submission from the Radio Electronics Group granting them Branch status.
Council again thanked Evan Sayer for ensuring the Associations financial
audit was completed in a timely and professional manner.
Council resolved that subscriptions for 2012, will remain at $95 for Transmitting/Non-Transmitting individual memberships. Those members who pay their subscriptions before 30 November, will go in a draw to win a dual band hand held radio.
A membership promotion will be run this year, with a further handheld being offered as a prize. Payment for new members must be received by the 31 December. Council are very conscious of falling membership and wants to encourage newcomers to the Association. A membership drive with the opportunity to win a prize may assist in increasing members to the Association. More details of this will be advised in HQ Info-Line.
Council also wish to emphasise the need for all Branches and members to subscribe to HQ Info-line. This was an initiative by Jim ZL2BHF some years ago and is now scribed by Jamie Pye ZL2NN, as a form of communication to members between the bi-monthly issues of Break In and the monthly Official Broadcast. HQ Info-line is sent via e-mail fortnightly and contains many updates from Council, FMTAG, Awards etc so that members get the most up to date information. To make sure that you receive HQ – Info-line, just complete the details on the NZART webpage. It is also advisable to take it to branch meetings for those who are not on the internet.
Finally Council recommends to the AGM, NZART Life Membership to Doug Ingham ZL2TAR which was received with acclamation. Doug who had not yet arrived at the AGM was presented his badge and certificate after morning tea.
Official Welcome & Opening
Mark Gooding ZL2UFI, Conference Committee Chairman then introduced Chris Hipkins MP for Rimutaka at 9am. Chris welcomed everyone to Upper Hutt.
Mark then welcomed everyone and gave a brief run down on the history of the venue. It was once a base hospital for the US Marine Corps, which in its time boasted a patient by the name of Don Adams (of Maxwell Smart agent 86 fame) and was visited by Eleanor Roosevelt.
Stuart Watchman ZL2TW gave a very insightful account of his traumatic experience during the 22nd February earthquake in Christchurch, where he was attending a medical conference at the Grand Chancellor Hotel.

Evan addressed the meeting, by advising that in 1998 the Association was essentially showing a deficit in excess of $200,000, in 2010 saw a balance of over $230,000, essentially having turned the Associations financials around by half a million dollars in 13 years. A great effort by members.

A break at this time saw the presentation of a new award. Nelson Branch President Paul Moffatt ZL2PO and Letitia Scott ZL2LS advised members that Nelson branch, on approval from NZART Council, are sponsoring an award in recognition of those candidates who achieved a 100% Examination Pass and who would otherwise not be eligible for other awards.

Presentation of Rothschild Cup
The Rothschild cup was this year awarded to North Shore Branch 29, for having 13 successful examination passes in 2010.
Fixing Of Venue For 2012 Conference
Topsy ZL2LS on behalf of Nelson Branch invited all attendees to the annual conference in 2012 which will be held at the Tahuna Beach Conference Centre.
Presentation of the Youth Achievement Award
The Youth Achievement Award for Best Examination result, went to Thomas Fellowes ZL3PSG, aged 16 of Christchurch West Branch who gained 55 marks out of 60.
As there were no nominees for the Young Amateur of the Year Award, the new sponsors of this award, Nelson Sound, generously donated a 2 metre hand held radio to Thomas for his excellent result, further encouraging new young amateurs to the hobby.
1) Mike Barnes ZL3TMB moved a motion of ‘No Confidence’ in Councillor John Andrews ZL2HD. Seconded by ZL3MJS. Citing recent alleged events at a face to face meeting of Council, requiring NZART membership money to be spent on legal counsel to sort the matter out.
Evan Sayer corrected Mike and advised no legal costs were incurred in an
alleged legal threat. Mike apologised to the floor and to John Andrews and withdrew the motion.
2) Bruce Means ZL3BM moved “That a vote of No Confidence be placed on Council in attendance at the face to face meeting in February 2011”. This was seconded by ZL2TDD but was lost on voices.
3) Stephen Cooper ZL2WAU of Tararua Branch asked branches to look through their archives for any amateur radio videos or DVD’s here in New Zealand, that can be used on their Tararua Regional TV station which will soon also be broadcast on other Regional TV stations.
4) Stephen Cooper ZL2WAU also asked that the NZART web site be revamped as the font size was too small and too content heavy. ZL2KH advised Stephen to contact Jamie Pye ZL2NN Webmaster with possible solutions.
Amateur of the year Award
This award was given to David Searle ZL3DWS for the tremendous results he achieved with the Buildathon projects strongly supported by members of NZART branches 05, 56, 68,and CARDS. He has also received considerable financial support for these activities from local branches, the Christchurch Branch of the NZ Vintage Radio Society, the NZART Radio Science Education Trust Inc, the Community Board of the Christchurch City Council and several local businesses. As David had moved to Australia, Terry Carrell ZL3QL accepted the award on behalf of David and undertook to pass the award onto him.
Arthur Godfrey ZL1HV Branch Awards
The recipients of this award for outstanding service at a Branch level were:
Neil Gibbons ZL2TNG and Maurie Vile ZL2ADP from Upper Hutt Branch; Paul (Jono) Jonassen ZL1UPJ from Hamilton Branch; Topsy Scott ZL2LS from Nelson Branch and Maurice McNab ZL3MEM from Christchurch West Branch.
The citations for all these awards will appear in the August issue of Break In.
Certificates of Service

Topsy Scott, ZL2LS for trying unsuccessfully to seduce the President prior to the AGM in her red nightie.
Sharon Dawson, Owner of ICOM NZ and daughter of founder Dave Dawson ZL1TJU spoke to the meeting offering all attendees at conference 5% discount on all gear sold at the AGM. She advised ICOM will be attending the Nelson conference in 2012.
