Position: NZART International Amateur Radio Union (IARU) Liaison Officer

Location: Anywhere in New Zealand. It is helpful, but not mandatory, to be in or near Wellington, to allow close cooperation with and support the NZART Administration Liaison Officer (ALO), and be near to the Ministry of Economic Development (MED) Head Office.

Responsible to: NZART Council

Description of Position

NZART is the body representing Amateur Radio in New Zealand.

  1. NZART is a "Member Society" of the International Amateur Radio Union (IARU) and of the International Amateur Radio Union Region 3. The NZART IARU Liaison Officer is appointed by NZART Council to be the point of contact with IARU Region 3 and the IARU, and to deal with international and "overseas" matters concerning NZART and the amateur service in New Zealand.
  2. The position is one prescribed by Clauses 11 and 12 of the Constitution of IARU Region 3, which NZART as a "Member Society" needs to follow. The "Terms of Reference" of a Society Liaison Officer are described in Region 3 Doc. No. R3-009, 12 September 1997. The main task is to ensure that there is regular and meaningful two-way contact between NZART and the Directors of Region 3, through the Secretary of Region 3. The NZART IARU Liaison Officer shall represent the views of NZART at all times to Region 3 and the IARU, including at the triennial Region 3 Conferences when he is appointed by NZART as the "Delegate" (unless another Officer such as the President is appointed to this role). A minimum period of service of at least 3 years (preferably significantly longer) is stated as desirable to allow a full cycle of Region 3 Conference activities to be managed.
  3. The work of the NZART IARU Liaison Officer (and the IARU Liaison Committee) in conjunction with the ALO is essential to fulfilling three of the eleven "Objects" of the NZART Constitution. IARU Liaison activities in NZART are outlined in Section 14 "Overseas Liaison" (more correctly "IARU Liaison") of the "Statement of Current Policy 2002".
  4. The NZART IARU Liaison Officer is the Chairperson of the IARU Liaison Committee. He manages and leads this group through the cycles of work and activity. This is a very long term activity.

Duties of the Position

  1. To establish and maintain two-way liaison with the appropriate staff of IARU Region 3 and the IARU (and their Officers) on international matters, including associated regulatory and licensing matters affecting Amateur Radio.
  2. To maintain contact with IARU Region 3 and the IARU, by e-mail, telephone, fax, and letter, on IARU and associated matters.
  3. To keep appraised of ITU, IARU and other international affairs; organisational structures, methods of working and international conference preparations.
  4. To encourage the growth and strengthening of the IARU, member societies and amateur radio worldwide. This includes (as Current Policy) that NZART as a Society with resources will support amateur radio projects and developments within Region 3, especially in the South Pacific. It can include fund raising for this purpose, providing direct overseas assistance and encouraging Branches to establish liaisons.
  5. To be, where applicable, a part of the NZART team lead by the ALO that keeps New Zealand amateur radio regulatory matters under review and interfaces with the MED.
  6. To take an active part in preparations for ITU World Radiocommunications Conferences as far as possible, both within NZART and in supporting Region 3. Current Policy lists the need to ensure that NZART has suitable members available to represent the Amateur Service and be included on New Zealand delegations to ITU conferences and meetings.
  7. To respond to and action IARU Region 3 Circulars and other enquiries from the Secretary and Directors of Region 3, and other issues raised of an international nature.
  8. To respond to and action enquiries and similar matters raised by Councillors, Officers and members concerning IARU and international issues.
  9. To work with other appointed NZART Officers and groups as required.
  10. To manage and lead the NZART IARU Liaison Committee, especially in preparations for Region 3 Conferences and implementation of Conference outcomes. Input papers from NZART, as an advanced Society, to the Conference are important and well received. Succession planning and "training" of committee members is essential as all of the activities involved with IARU Liaison are very long term. Success relies on experience, historical knowledge and long-term personal relationships with the other people involved in IARU and international activities.
  11. To support the work of other IARU Liaison Officers in other Societies in Region 3 is needed, along with support of the Officers in Region 3.
  12. To provide specialist advice to Council on IARU and international matters.
  13. To provide an "Annual Report" in writing to Council for publication in "Break-In" and presentation to the Annual General Meeting.
  14. To report to Council at each face-to-face Council meeting, as and when requested.
  15. To provide written reports if required at key points (Annual Report, before a face-to-face meeting, after key Committee meetings, after attendance at Region 3 Conferences and meetings etc.), and otherwise as required.
  16. To attend Council meetings as may be required.
  17. To encourage and promote understanding by New Zealand's radio amateurs of IARU and international matters, and the critical work that is needed to defend, maintain and expand access to the radio spectrum and monitor the international radio regulations.
  18. To produce information for publication in a column in "Break-In" on a reasonably regular basis, recognising that input material and cycles of work are irregular.
  19. To provide summary information on the IARU and Region3 (and related issues) for the "NZART Call Book".
  20. To manage an approved budget from Council if this is necessary.

Work Experience should

  1. Have a working knowledge of the organisation, structure and methods of working of the IARU and of IARU Region 3; and of NZART.
  2. Have an understanding of the International Radio Regulations, of ITU Radiocommunications Conferences and of ITU procedures and organisation.
  3. Have an understanding of New Zealand's radio regulatory legislation and processes.
  4. Have research experience addressing radio regulatory and licensing issues and finding solutions.
  5. Have experience in drafting and preparing documents within time-constraints and dead-lines.

Personal Skills

  1. Good personal and human relations skills, including relationships with Pacific and Asian people.
  2. A good knowledge of Amateur Radio and the objects of the IARU and of NZART.
  3. Good written and speaking skills for complete, clear and concise communication with the IARU and Region 3, Councillors, Officers and members.
  4. Able to seek appropriate inputs from others and to develop documents to draft and final computer-file stage, ready for printing.
  5. Able to maintain accurate and detailed computer and paper based records.

Resources

  1. To have and make available at own expense, a personal computer with Internet access, with CD-ROM reader and appropriate word-processing and other software.
  2. The position is an unpaid long-term appointment by Council.
  3. Operating expenses will be reimbursed in accordance with the NZART policy on Officer Expenses.
