Position: Chairman, Frequency Management Technical Advisory Group (FMTAG)
Location: Anywhere in New Zealand.
Responsible to: NZART Council
Description of Position
FMTAG is a specialist group within NZART, comprising a Chairman, Secretary, and others who may be appointed from tinetime-to-time by NZART Council.
The primary function of FMTAG is to study and report to Council on matters affecting amateur radio frequencies; to be proactive in the planning for the future use of amateur bands through the development of bandplans; to assist in the preparation of draft submissions for Council to Government bodies, in particular the Ministry of Economic Development.
The secondary function is the negotiation of site agreements with site owners and/or private land owners to allow these sites to be used for the operation of radio equipment on amateur frequencies.
This position will require regular contact with the NZART Administration Liaison Officer (ALO) on matters pertaining to the Ministry of Economic Development.
The position will also require liaison from time to time with other groups within NZART, in particular the IARU Committee as well as like organisations both national and international, on radio spectrum matters affecting New Zealand's radio amateurs.
This is an NZART Council appointment. It requires a high level of reporting both to and from NZART Council on matters relating to the amateur frequency spectrum and in particular reporting back on the current status of negotiations with radio site owners.
Duties of the Position
To study and report to Council on matters affecting amateur radio frequencies on a regular basis..
To plan the future use of amateur bands.
To work cooperatively with the FMTAG Secretary and any other members of FMTAG.
In conjunction with the FMTAG Secretary, to select frequencies for Amateur Fixed Stations.
To assist the FMTAG Secretary to maintain a register of Amateur Fixed Stations.
To work with other appointed NZART Officers and groups as required.
To assist and advise the IARU Liaison Committee on matters affecting amateur radio frequencies and band plans.
To provide specialist advice to Council on radio spectrum matters.
To report in writing to Council at each face-to-face Council meeting and to report verbally or by email as required.
To attend Council meetings as required.
To encourage an understanding of radio spectrum management and site occupancy matters by New Zealand's radio amateurs.
To produce monthly reports to Council for publication in "Break-In", an annual report to Council and from time-to-time to keep all radio amateurs appraised of radio frequency and technical issues.
To manage an approved budget from Council when necessary.
To keep appraised of ITU, IARU and other national and international affairs as it affects amateur radio frequencies.
Work Experience should
Have an good understanding of the International Radio Regulations, and be an awareness of ITU procedures.
Have a working knowledge of New Zealand's radio regulatory legislation and legislative processes.
Have research experience addressing radio regulatory and licensing issues and finding solutions.
Have experience in working to produce draft and final documents within time-constraints and dead-lines.
Personal Skills
Good person skills.
A good knowledge of Amateur Radio, the objects of IARU and of NZART in particular with reference to amateur radio frequency usage.
Good negotiation skills and experience in negotiating site occupancy agreements.
Good written and speaking skills for complete, clear and concise communication with the Administration, Councillors, Officers and members.
Able to seek appropriate inputs from others and to develop documents to draft and final stage, ready for printing.
Maintain accurate records of meetings with site owners, and other FMTAG activities.
Resources
To have a personal computer with modem internet access and appropriate word-processing and other software.
The position is an unpaid annual appointment by Council.
Operating expenses will be reimbursed in accordance with the NZART policy on Officer Expenses.
